Electronic Health Records (EHR) Incentive Payment Program

Through the Louisiana Medicaid Electronic Health Records (EHR) Incentive Payment Program, eligible medical professionals and hospitals can receive incentive payments for adopting, implementing or upgrading certified EHR technology during their first year of participation, and can earn payments for up to five subsequent years for demonstrating meaningful use of electronic health records.

Electronic health records allow providers to enhance care coordination and patient safety, reduce paperwork, improve efficiency and establish faster, more effective lines of communication across providers, payers and state lines.

Program highlights

  • As of April 30, 2012, LAConnect, the online portal for EHR incentive attestation, is temporarily down for maintenance. The portal will be back up soon. However, if you are ready to attest to AIU or MU right now, please send an email to ehrincentives@la.gov, and we will be happy to assist you with your attestation. Thanks for your patience.
  • Registration began on January 3, 2011 for eligible providers and hospitals to participate in Louisiana's Medicaid EHR Incentive Program.
  • The deadline for Eligible Hospitals (EHs) for Year 1 participation was December 31, 2011.  The deadline for Eligible Professionals (EPs) for Year 1 is March 31, 2012. 
  • An EP can receive up to $63,750 over six years under the program. For EPs, EHR incentive payments are made by the state based on the calendar year.  To receive the maximum payment, providers must enroll by 2016.
  • An EH may begin receiving EHR incentive payments starting in FY 2011 through FY 2016, but payments will decrease for hospitals that begin receiving payments in 2014 or later. Hospital payments are based on many factors, beginning with a $2 million base payment.  Hospital payments are made by the state based on the federal fiscal year.

What Should Providers/HOspitals Do to Get Started?


Visit the Centers for Medicare and Medicaid Services (CMS) eligibility page to determine if you meet the requirements for participation. Eligible Professionals include physicians (primarily doctors of medicine or osteopathy); nurse practitioners; certified nurse-midwives; dentists; and physician assistants, who practice in a federally qualified health center or rural health clinic led by a physician assistant. EHs include children's hospitals, acute care hospitals, and critical access hospitals.

To Enroll

1. Eligible providers and hospitals should begin by registering with the National Level Repository through the CMS site.

 2. After successfully completing the CMS registration, eligible participants will contacted by Louisiana Medicaid staff via email and provided the following application materials:

  • EHR Incentives Application and Attestation
  • Patient Volume Worksheet
  • Hospital Payment Calculations Worksheet (EHs only)
  • Incentive Payment Attestation (EPs only)

 3. In addition to submitting these completed worksheets to demonstrate program eligibility, you will also be required to submit the following supporting documentation for audit purposes:

  • Annual cost reports (EHs only)
  • Documentation regarding the EHR system acquired (contract, sales receipt, or invoice)

4. If there is a problem with your application, Medicaid program staff will contact via email or phone.

Important Notice

 The fax number for submission of EHR applications has been changed.  As of 2/14/2012, faxed applications should be sent to 225-342-2703.  Please know that the preferred method of receiving applications is via email at ehrincentives@la.govApplication materials and instructions are provided by Medicaid staff via email after applicants have successfully registered with CMS.

Payment

EHR Incentive payments are made to EPs based on the information contained in the payment attestation.  If this information matches your payname field and account number on the Louisiana Medicaid Provider Enrollment File, payment will be made by Electronic Funds Transfer (EFT).  If the information does not match, you will be issued a paper check based on the payee information in the payment attestation.

Louisiana Medicaid Enrolled Providers are encouraged to keep your Provider Enrollment File information current, including payname, address and account numbers. You may contact Provider Enrollment at 225-216-6370.  

Please expect payment within three to six weeks of submitting your application materials.  If there is a problem with your application, the time frame may be extended.
